for the Cyprus Residential New-Build Cost Estimator
Purpose of the tool
This estimator provides a planning-level budgeting range for residential new-builds in Cyprus. It is intended to help homeowners and design teams understand order-of-magnitude costs early in a project. It is not a quotation, not an offer to build, and not a substitute for professional measurement and tendering.Professional advice is required
For any decision that involves committing to a budget, appoint a qualified quantity surveyor (QS). A formal pre-tender cost estimate should be prepared when the design is sufficiently developed to be precisely quantified (drawings, schedules, specifications, and a full bill of quantities). The QS estimate, prepared immediately before inviting tenders, is the proper basis for budget control and contractor comparison.Method and limitations
a) The estimator applies € per m² bands by build quality and adjusts with simple allowances and percentages for typical work packages.
b) Results are planning-level only and rely on user inputs which may be incomplete or approximate.
c) The tool assumes standard site conditions, typical preliminaries and logistics, and standard workmanship and product selections for the chosen quality band.
d) Complex geometry, difficult access, steep topography, unusual structural spans, high acoustic or thermal targets, bespoke joinery, specialist finishes, smart-home systems, and extensive external works can materially increase cost beyond the ranges shown.
e) Verandas, pools, basements, garages, external works, furniture, appliances, loose items, provisional sums, statutory upgrades, and abnormal ground conditions may require separate allowances.
f) Professional fees (architect, engineers, QS, surveyors), statutory charges, and permit fees are not included unless explicitly stated. These vary with scope and authority requirements and should be confirmed case by case.Prices change
Construction markets move. Material and labour rates vary over time and by supplier. Contractors may quote higher or lower rates depending on their current workload, availability of crews, procurement route, risk profile, program constraints, location or district, and seasonal factors. Coastal and prime districts often attract market premiums. Treat the outputs as indicative until validated by live market testing.VAT and taxes
All figures are ex-VAT unless you switch on the VAT option. Cyprus VAT is generally 19%. A reduced VAT rate may apply to a qualifying portion of a primary residence subject to current legislation, eligibility and caps. Always confirm VAT treatment with your QS and accountant. Other taxes, stamp duties, connection charges, and utility fees are not included unless stated.Site conditions and statutory approvals
The estimator assumes normal ground bearing capacity and no contamination, rock excavation, dewatering, or special foundations. Planning permission, building permits, and any third-party consents remain the client’s responsibility. Costs arising from authority comments, compliance upgrades, archaeological finds, or neighbour issues are excluded.Procurement, preliminaries and program
Different procurement routes (turnkey, design-and-build, traditional tendering, self-managed) lead to different preliminaries and overheads. Program constraints, phasing, out-of-hours work, and logistics restrictions can raise costs. Contingency should be included in budgets to reflect design development, unknowns, and market risk.Accuracy and liability
While reasonable care is taken in structuring rates and assumptions, the estimator is provided “as is” without warranties, representations, or guarantees of accuracy, completeness, or fitness for purpose. You use the results at your own risk. Neither the publisher nor its consultants accept liability for any loss, cost, or damage arising from use of or reliance on the outputs. Obtain professional advice and competitive tenders before committing to contracts.Data, privacy and communications
If you choose to share your contact details or email the estimate, you consent to being contacted about your project. Basic usage data may be stored locally on your device (for example, via localStorage) to allow saving and resuming your inputs. Do not enter sensitive personal data in free-text fields. The estimator, its structure, logic, and content are owned by the publisher. You may use it for your own project budgeting. You may not copy, republish, or resell the tool or its outputs without written permission, other than sharing your own estimate with your professional team.Changes to the tool
Rates, assumptions, and features may be updated without notice to reflect market conditions, published indices, supplier feedback, and regulatory changes. A “rates last updated” note is provided for reference.Governing law and disputes
These terms are governed by the laws of the Republic of Cyprus. Any dispute arising from use of the estimator shall be subject to the exclusive jurisdiction of the Cyprus courts.How to proceed responsibly
a) Use the estimator to set an initial budget envelope.
b) Develop the design and specifications with your architect/engineers.
c) Appoint a quantity surveyor to prepare a pre-tender cost plan and bill of quantities.
d) Invite competitive tenders and reconcile bids to the QS documents.
e) Enter into a contract only after clarifying scope, inclusions, exclusions, program, and payment terms.Acceptance
